Maine’s Paid Family Medical Leave: What You Need to Know for 2025

In 2023, Governor Mills signed a budget that included the creation of a paid family and medical leave program, making Maine the 13th state to establish one. Eligible workers in the private and public sector will have up to 12 weeks of paid time off available to them for family or medical reasons including illness, to care for a relative, or for the birth or adoption of a child.
The program will be funded via a payroll tax, split between most employers and employees. This will begin in 2025, and employees will be able to receive benefits starting in 2026.
We anticipate Maine's Department of Labor will soon announce the final rules related to implementation of the program.

About the Presenters
Tim Powell advises employers on a broad range of labor and employment matters. Tim represents clients in proceedings before state and federal courts and administrative agencies, including the Equal Employment Opportunity Commission, state human rights commissions, the Department of Labor, and the National Labor Relations Board. He has previously practiced employment law with firms in Maine and Massachusetts. While in law school, Tim was a note editor of the Boston University Law Review. Prior to law school, Tim was a litigation paralegal at a Washington, D.C. firm. Tim currently serves on the Board of Directors of the Arc of Opportunity.
Steve Silver focuses his practice on ERISA litigation, sports and gaming law, and representing employers in federal and state court litigation involving discrimination, harassment, retaliation, and wrongful termination claims. He also represents employers in administrative hearings and counsels employers on a broad spectrum of day-to-day employment matters. Prior to law school, Steve was a sports reporter for the Tennessean and Las Vegas Sun. He also served as the radio broadcaster for the ECHL’s Las Vegas Wranglers. Steve is currently the Chair of the Maine Gambling Control Board and serves on the Board of Directors of The Locker Project.
